There’s no "best" answer. However, there are some popular calibers that have been around for a while and have proven themselves. These include the .30-06 Springfield, a long-time favorite among hunters due to its ability to deliver high kinetic energy with manageable recoil. Its ammunition can be found almost everywhere in North America.
The .270 Winchester and .308 Winchester are other examples of calibers that have been used successfully in hunting elk. Although it may not deliver as much kinetic energy as larger calibers, the 6.5 Creedmoor has shown itself capable of effective performance at close range with the proper projectile.
If you anticipate shooting over greater distances across open terrain, options such as the 7mm Remington Magnum, 7mm PRC, and .300 Winchester Magnum provide more kinetic energy down-range and a flatter trajectory than smaller calibers.
You’ll hear from many experienced hunters that the .270 Winchester is the minimum caliber for elk. The .270 Winchester is just a .30-06 case necked down to allow a slightly smaller bullet. This gives you less recoil than the .30-06 and a faster round, so it shoots flatter at long distances. With a 150-grain bullet, the .270 has the energy to penetrate deep into an elk's vital organs, and it has done this successfully for almost a century.
You could use smaller calibers such as the 243 Winchester or 6.5 Creedmoor to take down elk, but you would have much less margin for error on an animal that can weigh 700 pounds or more. Go with the larger caliber rather than risk wounding an elk; you always want to make a clean kill.
You should also check with your state, since some have laws regulating the minimum bullet diameter, weight, or energy for different game.
A rifle with a barrel from 22 to 24 inches is ideal for the majority of elk hunters. This length allows sufficient velocity for most types of elk ammunition, while minimizing weight to allow easier carrying over mountains.
It's worth noting that longer barrels (24 to 26 inches) provide better performance with Magnum cartridges, which burn larger amounts of powder and require additional barrel length to produce full velocity.
In cases where you shoot through dense cover at short ranges, a shorter barrel (20 to 22 inches) will be lighter and make it easier to maneuver. The loss in velocity due to the shorter barrel will generally be approximately 20 to 50 fps per inch depending on the round.
If you want only one rifle for both deer and elk hunting, the caliber is by far the most important factor. The .30-06 Springfield is an almost perfect choice, as this caliber provides sufficient energy to take down elk but doesn't provide too much energy for deer to ruin the meat.
The .30-06 also gives hunters access to a wide variety of bullets, from lightweight (150 grain) fast-expanding bullets used for deer hunting to heavy (180 grain) bullets that are ideal for taking down elk.
In addition, there are three other good all-purpose calibers: the .270 Winchester, 7mm Remington Magnum, 6.5 Creedmoor, and .308 Winchester.
